The PALS Programme is assisting several PICs to implement their in-country appliance performance standards and labelling programmes.

This has been done through (i) developing legislations and regulations to adopt the standards as used in Australia and New Zealand, (ii) building and strengthening capacities for PICs to administer their legislations, and carrying out awareness activities to inform the public about labelling and standards.

Fiji, Solomon Islands, Tuvalu and Vanuatu have adopted legislations for appliance performance standards and energy labelling and are administering the requirements of their legislations.

Cook Islands, Kiribati, Samoa, Tonga and Papua New Guinea have draft Bills and are at different stages of obtaining approvals from their respective Governments. Niue on the other hand is working towards having a draft legislation.

During the last PALS Steering Committee Meeting in April 2016, it was agreed for the Steering Committee to become the Regulatory Committee.

During the Pacific Regional Energy and Transport Ministers Meeting in April 2017, the Ministers agreed to accelerate the adoption and enforcement of energy sector laws including energy sub-sector laws related to energy efficiency.

The first two days of the meeting will be dedicated for the Regulatory meeting while the third day will be on Database Training.

The purpose of the Regulatory Committee meeting is to assist participating countries to better manage their labelling and standards programme through sharing experiences in administering legislations, exchanging information on regulated products and compliance in respective PIC markets, and training regulators on the use of the appliance database currently developed for use by countries.
